What about a locked bubble cloud. The cloud bubbles are locked until you unlock cloud.
The actual app icons are removed from touchwiz or google launcher.

Google Play store – no kid installs apps
My ATM bank
My Checkfree – billpaying app
Mychart – Medical App

I guess this is probably just kids mode or guest account setting on Android…
Maybe stupid idea afterall!
